Americans' fear of a terrorism could create a mass outbreak of a psychosomatic illness -- even in the absence of any real attack -- -- creating a fake epidemic that could overwhelm hospitals attempting to treat real victims.
Adding to the confusion, the symptoms of a mass pyschogenic illness look much like symptoms of an anthrax attack, avian flu outbreak or chemical attack.

U.K. Report Finds Emerging Threats In Space

Disruptive technologies such as directed energy weapons and the use of electro-magnetic pulse are being identified as "emerging issues" for space security in a key U.K. industry report.
British space industry lobby group U.K. Space will formally launch its "Space Secures Prosperity" report Sept. 16. The study is intended to highlight the extent to which the U.K. is dependent on space systems to support its military and security capabilities. Many of these systems, the report stresses, are foreign. U.K. industry wants to see the government step up its investment in military space.
In examining potential emerging threats to space infrastructure the report notes: "Disruptive technologies -- including electromagnetic pulse and directed energy weapons -- will continue to be developed and proliferate, with implications for the protection of vehicles, ground stations, and data-streams."
It goes on to add: "It is feasible that illegal organizations will seek to disrupt states ability to exploitýýý the use of space by threatening not only the ground stations themselves, but also the communications links between them and their satellites."

CONSTANTA, Romania: A Romanian military official says seven countries including the United States will participate in naval exercises beginning this week in the Black Sea.
Lt. Col. Florin Jipa says a total of 1,300 service members will take part from the U.S., Ukraine, Hungary, Lithuania, Romania, Latvia and Sweden. All countries but Ukraine are NATO members.

"For the next few days the warships will conduct a series of training exercises, which mainly involve live firing at simulated targets," the source said.
He said the Admiral Vinogradov and Marshal Shaposhnikov large ASW ships will practice on Monday AA artillery and SAM firing at a target drone.
"During the next stage of the exercise, the ships will fire anti-ship missiles at a surface target," the source said.
The current drills are the third in a series of combat training exercises conducted by the Pacific Fleet in the past month. Two previous exercises off Russia's Far East coast involved over 50 warships and submarines, along with naval aircraft and naval infantry.
Russia also announced last week that strategic submarines from the Russian Pacific Fleet would conduct test launches of ballistic missiles at the Kura test site in Kamchatka on September 15-20.

Lockheed's nanotechnology work is in the research and development phase, but advances in the molecular-level science are important to all of Lockheed's business segments, whether for providing stronger, lighter materials for the company's aeronautics division or sensors for its electronics systems division, Smith said during a presentation at the Emerging Tech Forum. The forum focuses on nanotechnology and networking opportunities to commercialize nanotechnology.

This weekend, hepatitis A booster shots are being given out drive-through style at the Amherst Highway Garage.
On Saturday, hundreds of people rolled down their windows and pulled up their sleeves to receive the booster shot in their arms — without leaving their cars.
“We’ve had minivans with entire families pull up and single cars, too,” said Daniel Neaverth, Erie County deputy commissioner of emergency medical services.
By 3 p. m., more than 300 people had participated.
The first doses had been given out in February after an employee at the Wegmans store on Sheridan Drive in Amherst tested positive for the contagious liver disease. More than 10,000 people got shots from the county over five days.
People receiving the follow-up shots Saturday were asked to first report to the Center for Tomorrow on the University at Buffalo’s North Campus to fill out paperwork.
They were then directed to the Amherst Highway Garage where they stayed in the cars and pulled up for the drive-through shot.
The idea was to administer the shots in the most efficient way possible.
But it also served as an exercise in giving out mass doses of a vaccine in the event of a pandemic outbreak or a biological attack.

A US Navy flagship carrying humanitarian aid yesterday steamed into a Georgian port where Russian troops are still stationed, stoking tensions once again in the tinderbox Caucasus region.
A previous trip by US warships was cancelled at the last minute a week ago amid fears that an armed stand-off could intensify in the Black Sea port of Poti.
The arrival of the USS Mount Whitney, flagship of the 6th Fleet in the Mediterranean, came as Moscow accused Dick Cheney, the hawkish US Vice-President, of stoking tensions during a visit to Tbilisi this week. After meeting President Saakashvili, Mr Cheney vowed to bring Georgia into the Nato alliance. Russia sees such moves as Western encroachment on its traditional sphere of influence.

Ready or not, a flu pandemic is coming, says Dr. Julie Gerberding, director of the federal Centers for Disease Control and Prevention.Gerberding talked about preparing for the pandemic threat at a national conference Thursday at Logistics Health in La Crosse. No one knows when the pandemic is coming or what strain of flu virus will cause it, but it is overdue, she said.

She said she has only two meetings a week at the CDC and one focuses on flu pandemic preparations. “We take it very seriously,” Gerberding said, adding that the national strategy is to “save lives and sustain a civil society” during a pandemic.

The political infrastructure for martial law in the U.S. is already in place. Apparently unsure that the USAPATRIOT Act(s) and the Military Commissions Act weren’t strong enough, on May 9, 2007, Bush issued a document doubly titled “National Security Presidential Directive/NSPD 51″ and “Homeland Security Presidential Directive/HSPD-20.” This document supposedly outlines the federal government’s plan for maintaining continuity in the face of a “catastrophic emergency.”
“Catastrophic emergency” is defined as “any incident, regardless of location, that results in extraordinary levels of mass casualties, damage, or disruption severely affecting the U.S. population, infrastructure, environment, economy, or government function.” So, pretty much anything…
In the event of this improbable catastrophe, this unconstitutional legislation by the executive grants itself supreme power to ensure the continuity of Constitutional government. Good one.
In other words, NSPD 51/HSPD-20 would impose martial law under the authority of the White House through DHS. It would suspend constitutional government under the provisions of Continuity in Government (COG).
Since 2003, following the invasion of Iraq, Homeland Security (DHS) has contemplated time and again the possibility of a so-called code red alert “scenario” — using a potential or possible Al Qaeda terrorist attack on American soil — as a pretext for implementing martial law. At one time, Tommy Thompson Former Health and Human Services Secretary said that if we “went to” Code Red the entire civilian government would “shut down.” There are no known provisions for returning America from Code Red status, once it is invoked.

The Department of Homeland Security (DHS) has developed a tool for MySpace users to get emergency broadcast warnings for natural disasters.

The tool saw its first deployment after Hurricane Gustaf came ashore at the start of the week. Officials from the DHS asked MySpace to fast track the applications after the storm hit and it went live on Tuesday.
"What you are seeing us doing with DHS and FEMA (the Federal Emergency Management Agency) is the beginning of bigger things to come in the future," MySpace chief security officer Hemanshu Nigam told Agence France-Presse (AFP)

INTRODUCTION: Seven years after its founding as an intergovernmental mutual-security organization, the Shanghai Cooperation Organization (SCO), in Persian: Sazmaan-e Hamkaari-hayeh Shanghai, closed its annual summit in Dushanbe (aka Dushambeh), the capital city of Tajikistan on August 29, 2008. The summit, among other things, underlined the importance of the Treaty on Long-term Good-neighborly Relations, Friendship and Cooperation signed in August 2007 in terms of strengthening interaction in the framework of the Organization in joint counteraction against new challenges and threats, cementing international peace and security, maintaining global and regional stability. In this article the history, the list of members, the various goals and the possible roles of SCO as a world player will be studied and discussed.
HISTORY: SCO is an organization composed of the Republic of Kazakhstan, the People of Republic of China, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan and the Republic of Uzbekistan. The SCO was created on the basis of the Shanghai Five, which came into being after signing in 1996-97 the agreements among Kazakhstan, Kyrgyzstan, China, Russia and Tajikistan on building military confidence and mutual reduction of military forces in border areas. In January 2001 Uzbekistan requested to join the Shanghai Five as a full member. The Five's transformation into the SCO happened at a summit in Shanghai on 15 June 2001 when the heads of six countries signed the Declaration on the SCO establishment and the Shanghai Convention on combating terrorism, separatism and extremism. The Council of National Coordinators was then founded with the aim of establishing interaction among relevant ministries and departments of the SCO member states.
THE LIST OF MEMBERS: The SCO member states are Kazakhstan, Kyrgyzstan, China, Russia, Tajikistan, and Uzbekistan. The observers are Iran, India, Pakistan, and Mongolia. Iran has also applied for full membership on March 24, 2008, and the application is under consideration. The guest attendance is Afghanistan. The United States applied for observer status in the SCO, but was rejected in 2005.

SEVASTOPOL, September 4 (RIA Novosti) - Ukraine is planning to conduct large-scale air defense exercises with live firing on the Crimean peninsula at the end of September, a Ukrainian navy source said on Thursday.
The exercises are part of a practical stage of the Sea Knot-2008 command-and-staff maneuvers that began in spring and involve units from all branches of the Ukrainian armed forces.
The drills will involve about 350 air defense systems, including S-300, Buk-M1, Osa and Tunguska, and up to 30 combat aircraft.
"In addition, the troops will practice an amphibious assault landing, an air assault operation and live firing drills involving naval and ground support aircraft at the Opuk training range in the Crimea," the source said. ...

It was a video that was supposed to elicit soaring patriotism and real emotions about the Pledge of Allegiance. But to do that, it used fake soldiers and a staged military funeral instead of the real thing. On Tuesday night, 15-year-old Victoria Blackstone, a sophomore at the St. Agnes School in St. Paul, led the crowd at the Xcel Energy Center in the Pledge of Allegiance. The audience heard her 434-word essay, “Pledging myself to the Flag of the United States of America,” an essay she’d entered in the “Wave the Stars & Stripes” essay contest and won. The RNC turned that essay into a three and a half minute video, a visually stirring montage rolling over Victoria’s words about sharing the Pledge with Americans who have stood at important moments in history. There’s the Continental Congress…A real WWII vet…Photos of workers at Ground Zero. A close-up of a folded flag presented to a grieving widow at a military funeral… profiles of soldiers swelling with pride in slo-motion. But CBS News found that the footage of the ‘funeral’ and soldiers is what is called ‘stock’ footage. The soldiers were actors and the funeral scene was from a one-day film shoot, produced in June. No real soldiers were used during production. The footage, sold by stock-film house Getty Images was produced by a commercial filmmaker in Chicago.
