MANSFIELD -- The Mansfield/Ontario/Richland County Health Department's first flu vaccination clinic of the year Friday doubled as a training exercise, said Mary Derr, public health nursing supervisor.
"If we had an anthrax or influenza scare and needed to get everyone in the county immunized, we want to be able to do everyone in 48 hours," Derr said.

"Last year the wait time was eight minutes," Derr said. "We hope to improve on that even more this year and just become this very well-oiled machine."
Derr said all of Friday's operations would work through a chain of command with the incident commander at the top.
"The benefit of having just this one person at the top is that you'll have everyone on the same page," she said. "Then every couple of hours, we'll have our outside and inside coordinators giving our incident commander reports on how everything is going. From there, we decide what's working, what's not and what needs to be changed."
Several volunteers assisted at the fairgrounds, including nearly 20 from the Ohio Military Reserves.
"It went great last year, and that's why we're back," Lt. Col. Elvin Burnell said. "We'll be in charge of maintaining traffic and security. If there really was a pandemic, you'd have a lot of pretty excited people. Our presence alone is a deterrent in itself to keep order."
Registered Nurse Amy Jerger said Friday's exercise was conducted under regulations of the Federal Emergency Management Agency.
"FEMA trains everyone to speak the same language so communication doesn't break down," Jerger said. "This really isn't a matter of 'if' we're preparing for a major disaster, it's about 'when.' We could have a terrorist attack at any time and the health department has to be prepared to serve this county."
David Baxter and his brother Will attended the clinic and were aware of the drill.
"Like any sport, practice is only going to make you better," said Will, 29. "I think the drill is a great idea."
Richard Ruth, 74, of Mansfield, said he has been getting a flu shot for 10 years.
"Today went great," Ruth said. "Everyone was so polite and there was hardly any wait at all. Plus there was someone there waiting to catch me in case I passed out."
His wife, Mary, said the only wait was filling out the required paperwork.
"The whole thing was so smooth," she said. "This is the fastest place we've ever been to."

Medical Park Hospital participated Tuesday in an emergency exercise to demonstrate how well emergency responders could work together during a terrorist attack involving anthrax.The exercise was designed to help planners establish protocols, especially for the distribution of medicine to people who might be affected all over the state, according to an Arkansas Department of Health statement.The exercise was performed to test the abilities of participating agencies to receive and rapidly distribute medication across the state using regional distribution centers, and it evaluated the hospitals' ability to understand the state's Mass Distribution Plan and carry it out with proper personnel, according to the ADH
It also tested communications systems and operational abilities, ADH said.Some other participating organizations were the Arkansas National Guard, the University of Arkansas for Medical Sciences School of Pharmacy, Acute Care Hospitals, the Arkansas Department of Emergency Management, and the ADH Emergency Medical Services Department, along with local law enforcement agencies.Another important aspect of the exercise, according to the ADH, was to focus on the delivery of drugs stored at the Strategic National Stockpile location in Arkansas to eighty-six (86) participating hospitals in every part of the state as quickly as possible.
The Center for Disease Control's Strategic National Stockpile (SNS) has large amounts of medicine and medical supplies to protect the American public if there is a public health emergency (terrorist attack, flu outbreak, earthquake), according to the ADH.The Arkansas National Guard actually delivered surplus antibiotics during the drill to regional distribution points for pickup by hospitals to show that real medications could be transported if an attack was to occur.“Whether it's anthrax or Avian Influenza, the threat to the public is one that we must be prepared to meet with well-planned action,” Todd Lorenz, chief executive officer for Medical Park Hospital, said. “The opportunity to practice our response in a simulated exercise allows us to be as prepared as possible if events like these were to occur in Arkansas.”

Lockheed Martin Corp. said Thursday that a team led by its Advanced Technology Laboratories unit in Cherry Hill, N.J., has won a $4.9 million, 18-month contract to develop an object-recognition system for two federal agencies.
The Bethesda, Md. defense contractor said the team will develop ORBIT, which stands for Object Recognition via Brain-Inspired Technology, for the Defense Advanced Research Projects Agency's Urban Reasoning and Geospatial Exploitation Technology program and the National Geospatial-Intelligence agency.
Other team members include Numenta Inc. of Menlo Park, Calif.; Spadac Inc. of McLean, Va.; Signetron, Inc. of Berkeley, Calif.; Teknowledge Corp. of Palo Alto, Calif.; and the University of Pennsylvania.

"Every city state and county government has an emergency operations plan," said said Kerry Cassens, a registered nurse with occupational health with the city. "This is a partnership with Chandler Regional and the city to test our ability to respond should there be a need for mass vaccination."The Oct. 27 flu drill will follow the largest ever nationwide terrorism drill based at Chandler's Crowne Plaza San Marcos Golf Resort next week, but the "drive-flu" event is separate from the federal authorities' drill, Cassens said.
The first 1,000 people to enter the vaccine drill will receive free flu vaccines, officials said. Participants age 18 and up can pull into a six-lane drive-through, open the car door or window and fill out a consent form while waiting in line, Cassens said. Then they'll drive up to a nurse and receive a shot in the arm."We encourage people to come out because we want to be tested to the max," Cassens said. "We want this to be a test of our ability to give 1,000 immunizations." The drill will utilize four city paramedics certified for vaccinations and the rest will be hospital personnel, Cassens said.At a previous walk-through version of the drill, participants' average waiting time was five minutes, Cassens said. Mercy Gilbert Medical Center held a smaller version of the clinic last year where they vaccinated 278 people.A flu shot for an uninsured patient normally costs $30 to $40, Day said. Each year, about 200,000 people are hospitalized and 36,000 people die from the flu nationwide, according to the Centers for Disease Control and Prevention. Flu season generally runs November through March. The free "Drive Flu" clinic will be held Oct. 27 from 8 to 11 a.m. for adults, or until all flu shots are dispensed at Chandler Regional Medical Center, 475 S. Dobson Road. PHOENIX - Arizona authorities may be setting off fictional "dirty bombs" next week to test their response to hypothetical mass casualties and widespread radiological contamination, but they hope the terrorism exercise goes entirely unnoticed by the public.
The exercise, TOPOFF 4, is part of what will be the nation's largest terrorism drill ever and is the fourth in a series of exercises ordered by Congress.

It's designed to hypothetically cripple transportation arteries to test local and national response to a terror attack.
Details from the last national exercise, held in 2005, have yet to be publicly released.
In addition to the "attack" in Tempe at the busy junction of the Loop 101 and 202 freeways, fictional "dirty bombs" will go off at a Cabras power plant in Guam and on the Steel Bridge in Portland, Ore., according to a briefing of the coming exercise obtained by The Associated Press.
Dirty bombs are conventional explosives that include some radioactive material that would cause contamination over a limited area but would not create actual nuclear explosions

Loops 101 and 202 will remain open during the exercise, and nothing actually will be detonated.
Unlike Guam and Oregon, no actual emergency responders will be deployed in the Arizona exercise.
That means the exercise should go completely unnoticed by the public, said Arizona Department of Homeland Security Director Leesa Berens Morrison.
She said the three-day exercise, which begins Tuesday, will be the largest terror drill ever in the state.
"We need to make sure that Arizona is as prepared as it can be in the event of a terrorist-type incident or a natural disaster," Morrison said.
"This allows us to exercise our experience, and it allows us to take our planning efforts and see where it's paid off, and see where we need to focus on improvement," she said. "The whole idea is to keep Arizona safe."
Part of the reason for the drill stems from a finding by the 9/11 Commission that U.S. officials failed to show imagination about what types of attacks could occur on American soil, said James Kish, acting assistant administrator for the National Integration Center, which is under the Federal Emergency Management Agency in Washington, D.C.
He said the stress of next week's "attack" will be on how officials at the senior level respond.
"That means that we have to push organizations and people to some pretty hard edges, and as a virtue of pushing people to those heights, we kind of think we're going to see some shortfalls," he said.
"But people out there in America shouldn't be fearful of that. They shouldn't shy away from that," he said. "We should be appreciative of the fact that we're taking on these complex challenges of improving abilities to manage risk, and we're doing it in a controlled environment."
Marcia Barry, administrative director of trauma service at Banner Good Samaritan Medical Center in Phoenix and one of many observers of next week's drill, said she will be paying particularly close attention to how her hospital communicates and coordinates with the 16 other hospitals participating in the drill.
"Any time that you have large numbers of patients arriving at a hospital, you stress the system and you have to look at well-organized and highly efficient ways to effectively deliver health care to the public," she said. "These drills are a very important part of making sure our processes are realistic," she said.

The National Geospatial-Intelligence Agency has awarded a contract estimated to be worth approximately $20 million over five years to Lockheed Martin Integrated Systems and Global Services, which will develop a pilot program for demand-based geospatial intelligence. The goal of DBGI is to provide federal agencies access to the most recent geospatial intelligence data immediately upon demand and in a format appropriate for the user’s needs. Currently, NGA produces hard-copy maps using large-format, five-color offset lithographic presses. This process has been necessary to meet military requirements that charts and maps be printed in specific spot colors to ensure readability in poor lighting conditions. Under the contract’s statement of work, Lockheed Martin is tasked to “give customers the capability of content staging, supply chain management and digital, wide-format, high-volume hardcopy output.” The DBGI project is an early stage of NGA’s Transforming the Dissemination Environment program, which will eventually allow clients to access geospatial intelligence via a storefront portal

Last weekend, UCPD Lt. Adan Tejada cornered an active shooter and defeated terrorists­­­­­­ several times. Athough his accomplishments were part of an elaborate simulation, Tejada said they provided the UCPD with valuable training and confirmed that its tactical team is prepared to handle a variety of dangerous scenarios.
Conducted last weekend, Urban Shield, the largest homeland security training exercise in United States history, consisted of 50 hours of tactical training in three Bay Area counties. Tactical teams like the one Tejada leads were subjected to 22 different mock emergencies. (cont....)

ALMOST 3,000 US Marines will arrive in the country for a two-week joint military exercise in various training areas next week, a Navy official said yesterday.
Navy public affairs officer Ensign Rommel Rodriguez said troops from the 3rd Marine Expeditionary Unit, Essex Expeditionary Strike Group, stationed in Okinawa, Japan and the Philippine Marines, Army and Air Force will participate in the joint Phiblex and Talon Vision military exercise starting on Oct. 15.
He said about 2,000 Filipino soldiers will take part in the exercises, which will involve amphibious landings, airborne operations, convoy operations, jungle survival and some civil-military operations projects, such as medical and dental missions and rehabilitation of school buildings.
The 2,700 US soldiers will arrive in the country on board the USS Juneau, USS Tortuga and USS Essex for exercises in Fort Magsaysay in Palayan City; Crow Valley in Capas, Tarlac; Clark Field in Pampanga; Subic; Zambales and Ternate, Cavite, Rodriguez added. (cont..)

Australia Rushes AIR 7000 HALE UAV Project, Considers Multi-National Global Hawk Pacific "Pool" discussed US proposals to create a common regional pool of Global Hawks based in Guam. The proposal before Australia, Japan, Singapore, and Thailand included options for a shared and commonly funded fleet, operated much like NATO's E-3 Sentry AWACS. Alternatively, there was an option B proposal in which countries acquire their own $80+ million Global Hawk systems, and make them available to the common regional fleet on agreed terms.
That proposal appears to be gaining momentum – and potential participants.
An Oct 4/07 Reuters report [Reuters India Singapore's Straits Times] says that the United States is now pitching the Global Hawk consortium idea to Australia, Singapore, Philippines, Indonesia, Japan, Malaysia, South Korea, Thailand, India, Brunei and Sri Lanka. US PACAF says the list of invited countries could grow further, regional demonstrations are being planned for 2008, and BAMS UAV project partner Australia has indicated interest in the idea.
