NATO ‘direct threat’ to Russia, says Putin

MOSCOW: President Vladimir Putin lashed out at NATO plans to continue its eastward expansion, saying Russia would see the induction of Ukraine and Georgia as an “immediate threat” to its security and react accordingly.
“The presence of a powerful military bloc on our borders, whose members are guided by Article 5 of the Washington Treaty will be seen as direct threat to our national security,” Mr. Putin said at a news conference after the NATO-Russia Council meeting on the sidelines of the NATO summit in Bucharest. It was Mr. Putin’s farewell interaction with the Western leaders. He steps down on May 7, when new President Dmitry Medvedev takes the oath.
NATO leaders refrained from granting a Membership Action Plan to Ukraine and Georgia on Thursday, but promised to do it later, insisting that the NATO doors were open for the two post-Soviet republics.
Warning that Russia would react strongly to the move, Mr. Putin said: “Let us be honest with each other — "we will treat you as you treat us.”

Eight win defense intell support work

Eight companies have won prime contracts from the Defense Intelligence Agency to compete for as much as $1 billion worth of military intelligence analysis services and related work over a five-year period.
The winners are BAE Systems Inc., Booz Allen Hamilton Inc., CACI International Inc., Concurrent Technologies Corp., L-3 Communications Corp., Northrop Grumman Corp., Science Applications International Corp. and SRA International Inc., according to the FedBizOpps Web site.
The companies will provide analysis and services in 29 functional areas, including global and regional terrorism, weapons of mass destruction, counterintelligence, strategy and doctrine and joint force requirements, CACI said in a news release today announcing that it was among the eight winners.

Philadelphia prepares emergency evacuation plans

PHILADELPHIA (AP) — If people need to get out of Philadelphia in a hurry, the city now has a plan.
The city's emergency management office has developed plans designed to avoid the chaos that paralyzed New Orleans after Hurricane Katrina struck in 2005.
The plans are the work of a team from 79 offices and agencies, including the chiefs of every police district. Maps of 25 evacuation zones will be on the city's Web site.

Residents are invited to observe and participate in a regional pandemic flu drill, an exercise to simulate a large-scale pandemic flu outbreak. The pandemic flu “surge capacity” exercise will take place on Saturday, April 5th from 9:30 a.m. to noon, at the Ottie Lundgren Mobile Field Hospital adjacent to Bethel Health Care, 13 Park Lawn Drive, Bethel. Doug Hartline, the town’s health officer said volunteers on April 5 are needed to act as “patients” for a scenario which simulates what towns would do if Danbury Hospital were to be full during a pandemic flu epidemic

The Crawford County Health Department and the Kansas Public Health Association (KPHA) will host a community forum at 6 p.m. on Monday, April 7, 2008 at Memorial Auditorium, 503 N Pine, in Pittsburg, KS.
Legislators will be present to discuss health reform issues before the Kansas Legislature and answer your questions. State and Local health departments will present topics on preparedness efforts for pandemic flu. Information about the nationwide “Get Ready” campaign and how individuals, families and organizations can plan for emergencies will also be available. The forum will conclude with a brief question and answer session.
